E-Government Development Index

The index provides information on how digital administration is developing in the UN member states and enables countries to be ranked in comparison to one another. The index allows conclusions to be drawn about how the respective countries use information technology to facilitate access to administrative services and how well their e-government structures are developed from digital public services. Among other things, the access behavior of the respective citizens to the corresponding digital administration offers is also examined.

The index is composed of a weighted average of the three dimensions “Online Service Index”, “Telecommunications Service Index” and “Human Capital Index”. The “Online Service Index” is formed from data collected on the government websites and services in a country. The Telecommunications Service Index is made up of four individual indicators that measure the quality and development of the telecommunications infrastructure. The “Human Capital Index” is made up of four individual indicators that look at the level of education in the respective nation. The index was first compiled in 2001 and has been published every two years since then.

The E-Government Development Index is scaled from 0 to 1, with 1 indicating the highest value in the area of e-government. In 2022, the index is led by Denmark for the third year in a row. Finland and South Korea take second and third place in 2022. Germany only reaches 22nd place.
