Network Readiness Index

The Network Readiness Index (NRI) is a composite index that measures a country's digital readiness. It examines how effectively digital technologies are used across the four dimensions Technology, People, Governance and Impact.

The Network Readiness Index was developed in 2019 by the Portulans Institute as an annual study and most recently assessed 133 countries worldwide in terms with regard to their capacity to effectively harness the potential of digital technologies. For this purpose, countries are compared across the four pillars: ‘Technology’, ‘People’, ‘Governance’ and ‘Impact’. The ‘Technology’ dimension captures a country’s technological infrastructure, ‘People’ measures the digital affinity of the country’s population, and the ‘Governance’ pillar takes into account the regulatory framework for a networked economy. The ‘Impact’ dimension covers the effects of the network economy on economic performance, quality of life, and contribution to the United Nations’ Sustainable Development Goals (SDGs).


Each of the four pillars of the NRI is further composed of three sub-dimensions. To calculate the scores, data from a total of 54 indicators are aggregated across the 12 sub-dimensions. Each indicator is measured on a scale from 0 to 100 and expresses countries’ performance relative to one another. In the NRI 2024, Germany ranked 9th, and thus, as in all previous editions of the ranking, remained within the top 10. The 2024 ranking was led by the United States, followed by Singapore and Finland. Looking at the changes in the NRI ranking over the past few years, China stands out as the country that has experienced the greatest development. The country improved its ‘network readiness’ in international comparison from 57.6 points (41st place) in 2019 to 68.7 points (17th place) in 2024.
