The index is composed of a weighted average of the three dimensions “Online Service Index”, “Telecommunications Service Index” and “Human Capital Index”. The “Online Service Index” is formed from data collected on the government websites and services in a country. The Telecommunications Service Index is made up of four individual indicators that measure the quality and development of the telecommunications infrastructure. The “Human Capital Index” is made up of four individual indicators that look at the level of education in the respective nation. The index was first compiled in 2001 and has been published every two years since then.
The E-Government Development Index values range from 0 to 1 and express the performance of countries in the three sub-indices in relation to each other. Accordingly, the scores are not based on a fixed scale, but follow a relative logic whereby a country could theoretically achieve a total score of 1 if it achieved the best result in each sub-index. In 2024, Denmark led the ranking for the fourth time in a row with a score of 0.98. Germany, on the other hand, has recently improved its performance significantly from 0.85 in 2020 to 0.94 in 2024, currently placing 12th in the international ranking.
