Prof. Dr. Dirk Heckmann

Dirk Heckmann is a member of bidt’s Board of Directors. He is Chair of Law and Security in Digital Transformation at the Technical University of Munich. For 25 years, his interdisciplinary research has focused on digital education, digital administration and digitisation in healthcare. The constitutional law expert, who also serves as a constitutional judge at the Bavarian Constitutional Court, regularly advises parliaments and governments, for example, as a member of the Federal Government’s Data Ethics Commission or as an expert at the Chancellor’s National IT Summit (Digital Summit). He is the author of the German standard work on digitalisation law, the juris Praxiskommentar Internetrecht, which he has edited with Anne Paschke (TU Braunschweig) since the 7th edition in 2021. In 2020, he founded the TUM Center for Digital Public Services to make public interest-oriented digitisation legally secure.
