With regard to the low level of satisfaction with the current government according to recent surveys, Hornsteiner points out that the public’s perception of the implementation of election promises is often more pessimistic than the empirical findings of research. Studies show that coalition governments in Germany actually implement the majority of their plans from the coalition agreement. In view of the pressure to reform, even highly formulated goals and the failed election of federal constitutional judges, understanding and communication between the coalition partners is now required in order to overcome conflicts and find viable compromises.
100 days after the start of the government, initial important progress has also been made, e.g. in the establishment of the Federal Ministry for Digital and State Modernisation.
